  • The Integrity Pact is a concept proposed by Transparency International to help governments, business institutions, and the general public combat corruption in government procurement.
  • The university has adopted the MOF Circular on Guidelines for Integrity Pact Implementation in Government Procurement to avoid conflicts of interest and ensure all procurements are conducted fairly and transparently.
  • All parties involved in procurement activities must sign an Integrity Pact to increase the integrity and transparency of procurement activities. The party that have been identified are as follows:
  1. Civil Servants involved in Procurement;
  2. Members of the Procurement Related Committee;
  3. Members of the Procurement Board/Committee;
  4. Bidder;
  5. Consultant; and
  6. Vendor / Contractor
  • The following are the primary goals for the implementation of the Integrity Pact:
  1. To prevent staff, the board, suppliers and potential suppliers, members of procurement-related committees, and/or any other parties involved in the procurement process from accepting and/or offering bribes;
  2. To require staff, the board of directors, suppliers and potential suppliers, members of procurement-related committees, and/or any other parties involved in the procurement process to report any bribery and corruption to the appropriate authorities.
  3. To avoid any conflict of interest;
  4. To ensure the university does not incur "unnecessary costs" in conducting procurement activities; and
  5. To prohibit unauthorised use of UM's proprietary information.
  • The different stages of Integrity Pact Implementation are as follow:

Bidder
  1. Upon Purchase of Tender/Quotation
  2. Upon Submission of Tender/Quotation and/or Proposal Document
  3. Upon issuance of Letter of Award (LOA)
  4. Upon submission of Letter of Award (LOA)
  5. Upon execution of the Legal Agreement. The provision of Termination on Corruption, Unlawful or Illegal Activities to be included in all Procurement Contracts/Agreements.

Consultant
  1. Upon issuance of Letter of Intent (if and where applicable)
  2. Before the negotiation process (if and where applicable)
  3. Upon issuance of Letter of Award (LOA)
  4. Upon submission of Letter of Award (LOA)
  5. Upon execution of the Legal Agreement. The provision of Termination on Corruption, Unlawful Or Illegal Activities to be included in all Procurement Contracts/Agreements.

Vendor / Contractor
  1. Upon application of new registration and renewal of the company's registration with the university.
